The Ministry of External Affairs (MEA) and ICAO standard for Indian passports requires a color photograph measuring 35 mm wide by 45 mm high (3.5 × 4.5 cm). The face from chin to crown must cover between 70% and 80% of the vertical frame against a plain white or light off-white background.

Why does NSDL/UTIITSL reject PAN card photos?

PAN card application portals strictly validate three parameters: dimensions must be exactly 213 × 213 pixels at 300 DPI, format must be JPEG, and file size must not exceed 30 KB. If any of these differ by even 1 pixel or 1 KB, the portal throws an error. Our tool automatically locks these exact parameters.
